order of elements

What determined the order in which the states in Column A are listed? What determined the order in which the states in Column B are listed?

8. Mississippi
9. West Virginia
10. North Carolina

Column B
Ohio
Oregon
New York
Kansas
South Dakota

Column A:Each state name has one letter more than the state above it.
Column B:The last letter in the first state's name is the first letter in the second state's name, and the last letter in the second state's name is the first letter in the third state's name, and so on.

    A is simple - Increasing order of length
    B is complicated - is it related to any geographical info of US? In which case I would not know.

    The second column in based on states starting with the last letter of the previous entry
